What a chart ruler actually is
Your chart ruler is the planet that rules your rising sign. If Libra is rising, Venus is your chart ruler; if Aries, Mars. Traditional astrology treats it as the single most important placement in the chart — the significator of the person — and reads its condition as a statement about the whole. It is a much older idea than the modern focus on the Sun sign.
⚠️ For three signs there are two answers. Scorpio was ruled by Mars for two thousand years and by Pluto since the twentieth century; Aquarius by Saturn, now often by Uranus; Pisces by Jupiter, now often by Neptune. So a Scorpio rising has either a Mars chart ruler or a Pluto one depending on which scheme is in play, and those point at completely different placements. Umbriel gives both rather than quietly choosing.
What makes it useful is not the planet's name but its condition: which house it sits in, what sign, whether it is angular or tucked away, what it aspects, whether it is comfortable in that sign. "Venus rules your chart" says almost nothing on its own. "Venus rules your chart and sits in the twelfth, retrograde, out of aspect to everything" is a real piece of information. And because the chart ruler follows from the Ascendant, it needs an accurate birth time — no time, no ruler.

What is a chart ruler?
The planet ruling your rising sign. Traditional astrology reads it as the chart's main significator — the planet standing for the person — and looks at its house, sign and condition before almost anything else.
What is my chart ruler if I am Scorpio, Aquarius or Pisces rising?
Those are the three signs with two answers. Traditionally Scorpio is ruled by Mars, Aquarius by Saturn and Pisces by Jupiter; modern astrology assigns them Pluto, Uranus and Neptune. Both are in current use, and Umbriel shows both rather than picking for you.
Do I need my birth time for my chart ruler?
Yes. The chart ruler follows from the rising sign, and the rising sign changes roughly every two hours — so without an accurate time there is no reliable answer, and Umbriel will say so rather than guess.
Is the chart ruler the same as the dominant planet?
No. The chart ruler comes from one rule: the ruler of the rising sign. The dominant planet is the result of a weighted count across the whole chart, and the two are frequently different planets.
