What it actually is

A chart wheel is flat, and the sky is not. Longitude — the degree of a sign — is only one of two coordinates; declination is the other, measuring how far north or south of the celestial equator a body sits. Two planets can be nowhere near each other in the wheel and still be at the same declination.

When they are, it is called a parallel, and it is read much like a conjunction. Opposite declinations of similar size make a contraparallel, read closer to an opposition. Neither shows up on a normal chart at all, which is why declination work tends to find things a longitude reading missed.

Out of bounds is the striking part. The Sun never exceeds about 23°26′ of declination — the tilt of the Earth's axis — but the Moon and several planets can go past it. A body beyond the Sun's maximum is 'out of bounds', and the tradition reads it as operating outside the usual rules, for better and worse. The Moon goes out of bounds regularly; Mars and Mercury do so rarely.

⚠️ Declination needs an accurate birth time for the Moon, which changes declination quickly. The planets are stable across a day; the Moon is not.

How Umbriel computes it

Declination comes from the same ephemeris as the longitudes, so it is computed rather than approximated from a body's latitude. A parallel is flagged when two bodies share a declination on the same side of the equator within a tight orb; a contraparallel when they are on opposite sides at a similar distance. Out-of-bounds is measured against the Sun's actual maximum declination for the epoch — about 23°26′ — rather than a rounded constant, and the amount by which a body exceeds it is given, since a Moon two minutes past the limit and one a full degree past are not the same statement.

A flat circle can show a planet's longitude or its declination but not both, so the whole layer is simply absent from the chart most people read — which is why parallels tend to turn up things a longitude reading missed.

How often is the Moon out of bounds?

Regularly — it goes beyond the Sun's maximum declination in cycles lasting about nine years, then not at all for another nine. Mars and Mercury manage it occasionally; Venus rarely; the outer planets essentially never.
