The 10th house begins at the Midheaven, the highest point the sky reached on the day you were born. It is the most public part of the chart.
An overlay here is visible. The relationship gets talked about, affects your work, or changes what people assume about you. It is the house in which two people become a fact about each other rather than a private arrangement.
It also carries authority, and everything you learned about being in charge and being answerable. Which is why a planet here can feel like support and like being assessed.

When both directions are busy, the relationship tends to become semi public quickly. That has advantages and it makes a private disagreement harder to keep private.
What makes an overlay here worth reading
The 10th cusp is the Midheaven, an angle, so a planet within a few degrees of it is doing a great deal more than one at the far end of the house.

What it does not tell you
The Midheaven needs a real birth time. It moves with the clock in the same way the Ascendant does, and a wrong hour can move a planet from your 10th to your 9th or 11th.
